The Immigration Department will launch new electronic services tomorrow for eligible applicants to complete the entire process of birth or death registrations online, without having to visit a registry in person. According to the Births & Deaths Registration (Amendment) Ordinance 2023, which will take effect tomorrow, the statutory time limit for the registration of deaths from natural causes is extended from 24 hours to 14 days. It also removes the requirement for applicants who need to register births or deaths to attend the registries in person, so as to provide a legal basis for the introduction of electronic services for these kinds of registration. Under the new electronic services, if either parent of a newborn baby is a Hong Kong permanent resident, the parents may submit an application for a birth registration online within 42 days after the birth of their legitimate child. The message in the current round of the Outreach Vaccination Arrangement for Residential Care Homes under COVID-19 Vaccination Programme has been simplified in a bid to boost the vaccination rate among the elderly.
Secretary for Labour & Welfare Dr Law Chi-kwong made the remarks after attending a radio programme today.
“We started the first round (of the outreach vaccination arrangement) a couple of months ago, but at that time because of the lack of information and difficulty in making decisions, the vaccination rate was a bit too low we must say.
“We have just started another round, providing more information, simpler information, telling people that if they have been receiving the seasonal influenza vaccination, now they can (have a) COVID-19 vaccine. So we hope that the simplified message would help people to make up their mind (about) vaccination.”
Dr Law was also asked to elaborate on his earlier comments that the labour market should improve further.
“Looking at all the indicators, including economic indicators and our labour market situation, such as jobs available, people looking for jobs, etc, the trend is definitely telling us that it is going down, in terms of the unemployment rate. But how fast it will go down is something that we cannot really predict, but the trend is going down.”
